This Joint Resolution directs the Department of Energy (DOE) to conduct a comprehensive study on the multifaceted impacts of data center development within Virginia. The study will examine how these facilities affect the state's environment, economy, and energy resources, with a specific focus on Virginia's capacity to achieve its carbon-reduction targets. The DOE is mandated to consult with various stakeholders, including environmental and industry groups, and to evaluate issues such as electricity demand, the use of renewable energy by data centers, the effects of cryptocurrency mining (which consumes significant electricity with no public benefit), impacts on air and water quality, job creation, and the effectiveness of current tax and economic development incentives. The resolution also requires the DOE to provide recommendations on whether Virginia should continue offering incentives for data centers, and if so, under what conditions, and to make a recommendation on whether cryptocurrency mining should be prohibited in the state. The Department of Environmental Quality will provide technical assistance, and all state agencies are expected to cooperate. The final report and an executive summary are due by December 1, 2023.
