This bill requires the State Planning Commission to promulgate rules, regulations, or a regulatory guidance publication to assist municipal planning boards and other agencies when acting on applications for the development of warehouses, including major distribution centers, large fulfillment centers, and last-mile fulfillment centers. The guidance publication must be in a plain language format and incorporate examples of questions and reports that are customarily asked of or requested from a warehouse development applicant prior to the issuance of development approvals. The bill also requires the Commissioner of Community Affairs to include a module on warehouse development, incorporating the guidance publication, in the basic course on land use law and planning for current and prospective members of local planning boards, zoning boards of adjustment, and combined boards.
