This bill, titled the "Inaction Has Consequences Act," aims to hold the salaries of members of Congress in escrow if the House of Congress does not pass regular appropriation bills on a timely basis. Specifically, if a House of Congress has not passed each of the regular appropriation bills for a fiscal year by the first day of that fiscal year (starting in fiscal year 2024), the payroll administrator of that House will deposit the compensation payments for the members of that House into an escrow account. These payments will only be released to the members once the House has passed all the regular appropriation bills or the Congress has ended. The bill defines "regular appropriation bills" as annual appropriation bills under the jurisdiction of a single subcommittee in each chamber.
