This bill aims to accelerate rural job growth and promote economic recovery across Washington state by establishing site readiness grants. The key provisions include: 1. Authorizing the Community Economic Revitalization Board (CERB) to provide direct loans and grants to political subdivisions and federally recognized Indian tribes for financing the costs of public facilities, including site-specific plans, studies, and analyses to address environmental impacts, capital facilities, land use, permitting, feasibility, marketing, and project debt and revenue impacts. After December 31, 2028, such grants may not exceed $200,000. 2. Requiring CERB to conduct biennial outcome-based evaluations of the financial assistance provided, including information on the number and types of projects approved, the grant or loan amount, the projected and actual number of jobs created or retained, the wages and health benefits associated with the jobs, the amount of state funds and total capital invested, the number and types of businesses assisted, the location of funded projects, the transportation infrastructure available, the local match and participation obtained, the number of delinquent loans and project terminations, and the utilization of certified minority, women, and veteran-owned businesses. 3. Providing that the evaluation must be presented to the governor and appropriate legislative committees by December 31st of each even-numbered year.
