This bill authorizes any locality in the Commonwealth of Virginia to provide for an affordable housing dwelling unit program by amending the zoning ordinance. The bill expands the current law, which restricts such authorization to certain counties and cities, to allow any locality in Virginia to implement such a program. The bill also provides a list of optional implementation measures and tools that localities can include in their affordable housing programs, such as density increases, contributions to a housing trust fund, accessory housing units, and design controls. The bill has a delayed effective date of July 1, 2024 and requires localities adopting such programs on or after that date to create an advisory committee and actively seek input from various stakeholders during the development and adoption of the housing programs.
