This bill establishes the "division of research and analysis" as part of the legislative library. The division will provide nonpartisan research and analysis support to members of the legislature to aid in the policy development process. The division will be led by a director appointed by the Assembly Speaker and Senate Majority Leader from a list of nominees selected by a committee of university presidents. The division will have the ability to produce confidential memos for individual legislators as well as public memoranda on general issues and legislation, all without partisan bias. The bill aims to empower the legislature by providing independent and trustworthy information.
