This bill, the Ninth Circuit Court of Appeals Judgeship and Reorganization Act of 2023, proposes to amend Title 28 of the United States Code to increase the number of federal circuit judges, divide the Ninth Judicial Circuit into two separate circuits (the New Ninth Circuit and the Twelfth Circuit), and establish administrative procedures to facilitate the transition.
