Bill Summary

AN ACT to amend the environmental conservation law, in relation to establishing the "clean fuel standard of 2024"

AI Summary

This bill establishes the "clean fuel standard of 2024" in New York, which is intended to reduce greenhouse gas intensity from the on-road transportation sector by 20% by 2032. The Department of Environmental Conservation is required to promulgate regulations to implement the clean fuel standard, including measures to limit costs and maximize savings, and to coordinate with other Northeastern states to promote regional greenhouse gas emission reductions. The regulations must also require fuel providers to disclose information to determine the full lifecycle emissions of fuels and impose penalties for failure to do so. The bill also directs electric utilities, state agencies, and authorities to invest a portion of their credit value on electrified transportation programs that benefit disadvantaged communities.
