This bill aims to require environmental and labor reporting for public building construction and renovation materials. The key provisions are: 1. Beginning in 2024, awarding authorities must require construction firms to submit data on the quantity, environmental and health product declarations, manufacturer information, supplier codes of conduct, and minority/women-owned business certifications for major covered products used in large public construction projects. 2. Beginning in 2024, construction firms must also report on the actual production facilities and working conditions for major covered products. 3. The Department of Commerce is directed to develop standards, a public database, and educational materials to support implementation of these reporting requirements. 4. The bill creates a Buy Clean and Buy Fair Work Group to identify policies to preserve and grow in-state manufacturing of low-carbon building materials and promote high labor standards. The intent is to leverage the state's purchasing power to reduce embodied carbon, improve environmental and worker health, and support a competitive in-state market for low-carbon, ethically-produced building materials.
