AN ACT to amend the workers' compensation law, in relation to extending paid family leave benefits

This bill amends the Workers' Compensation Law to extend paid family leave benefits to employees who perform construction, demolition, reconstruction, excavation, rehabilitation, repairs, renovations, alterations, or improvements for multiple employers pursuant to a collective bargaining agreement. These employees will be eligible for family leave benefits if they were employed for at least 26 of the last 39 weeks by any covered employer that is a signatory to a collective bargaining agreement. The bill also specifies that these employees who become eligible for paid family leave benefits and then return to work after an unpaid leave of absence or vacation will immediately become eligible for family leave benefits with the same or a different employer. Additionally, laid-off employees in these professions who receive unemployment benefits will be eligible for family leave benefits upon returning to work if they meet the 26-week employment requirement.
