This bill prohibits public entities in Nebraska from entering into contracts with companies that engage in boycotts of Israel. It defines "boycott" as actions intended to limit commercial relations with persons or entities doing business in Israel or Israeli-controlled territories, either in compliance with calls for a boycott of Israel or in a discriminatory manner. The bill requires companies seeking public contracts to certify that they do not currently engage in, and will not engage in, such boycotts. It also prohibits public entities from adopting policies that allow, induce, or require boycotts of Israel. The bill includes exceptions for contracts under $100,000 and companies with fewer than 10 full-time employees, and it supersedes any local procurement or investment rules that permit contracts with companies engaged in boycott activity.
