This bill amends the executive law to prohibit police officers from carrying or using a firearm during any phase of their official duties, unless the officer has satisfactorily completed a course of training that meets or exceeds the minimum standards established by the municipal police training council. The bill requires employers of police officers to provide this training with sufficient frequency to ensure there is no impact on the officer's on-duty employment, and failure to provide the training cannot result in the officer being transferred or impair their ability to carry a firearm while off-duty. The bill will take effect on January 1st of the year following the date it becomes law.
