This Joint Resolution proposes an amendment to the New Mexico Constitution that would limit the duration of a state of emergency declared by the governor. The resolution also states that the governor can only declare one state of emergency for a specific event, and any subsequent declarations for the same event would require legislative consent. Finally, the proposed constitutional amendment would be put to a vote of the people at the next general or special election.
