This bill creates a new criminal offense for the unauthorized possession of a catalytic converter that has been removed from a motor vehicle. The bill also increases criminal penalties for certain offenses involving the damage or theft of a catalytic converter. The new offense is a state jail felony, with the potential for it to be a third-degree felony if the person has a previous conviction for the offense or engaged in a conspiracy to commit criminal mischief or theft with respect to a catalytic converter. The bill also adds the new catalytic converter offense to the list of offenses that can be considered part of a criminal combination or criminal street gang. The changes in the law apply to offenses committed on or after September 1, 2023.
