This bill requires the West Virginia Parkways Authority to strictly comply with certain non-discretionary procedures before increasing tolls, rents, fees, or charges. Specifically, the authority must hold public hearings in each county transected by the West Virginia Turnpike, provide at least 14 days' notice, and show why the proposed increase is necessary to address operational or maintenance needs. Additionally, all such tolls, rents, fees, charges, and other revenue must be subject to full and transparent auditing by the Joint Committee on Government and Finance upon the request of the committee chair.
