Bill Summary

AN ACT ENTITLED An Act to prohibit certain medical and surgical interventions on minor patients.

AI Summary

This bill prohibits certain medical and surgical interventions on minor patients (anyone under the age of 18) for the purpose of altering their sex or gender identity. Specifically, it bans healthcare providers from prescribing puberty blockers or cross-sex hormones, performing sterilizing surgeries, or conducting procedures that construct new genitalia for minors. However, the bill provides exceptions for minors born with medically verifiable disorders of sex development or diagnosed with conditions where their sex chromosomes, hormones, or sexual characteristics are not typical. Additionally, the bill allows a transition period until the end of 2023 for minors already receiving prohibited treatments, if the healthcare provider determines that immediately stopping the treatment would cause harm. Violations of the law can result in the revocation of a healthcare provider's license, and allows victims to file civil lawsuits within certain time frames.
