AI Summary
This bill amends sections 32 and 45 of the Michigan Administrative Procedures Act (1969 PA 306) to remove the prohibition on state agencies adopting rules that are more stringent than federal regulations. The key provisions include clarifying definitions and rules of construction for state agency rules, prohibiting agencies from enforcing non-binding guidance documents, and modifying the requirements for preparing regulatory impact statements and transmitting proposed rules to the legislature. The bill aims to provide more flexibility for state agencies in developing rules that address Michigan's specific needs, rather than being constrained by federal regulations.
