This Resolution amends Rule 6 of the Idaho House of Representatives' Rules, which governs the introduction of bills. Previously, after the 20th day of a legislative session, only committee-introduced bills were allowed. This amendment removes that 20-day restriction, meaning bills can be introduced by anyone at any time, but it introduces a new, stricter limitation: after the 36th day of the session, bills can only be introduced by specific, powerful committees, namely the State Affairs Committee, the Appropriations Committee, the Education Committee, the Revenue and Taxation Committee, the Health and Welfare Committee, and the Ways and Means Committee. The Speaker of the House retains the authority to temporarily designate any standing committee as a "privileged committee" to expedite the House's work if necessary.
