AN ACT to amend the state finance law, in relation to prompt payment to counties from the state
AI Summary
This bill amends the state finance law to require the state to make interest payments to counties if the state does not make contract payments to counties by the required payment date, unless the failure to make the payment is due to a lien, attachment, or other legal process, or the interest amount is less than $10. The bill also specifies that contractors or subcontractors must pay a pro rata share of the interest to their subcontractors and materialmen. The bill is set to take effect 90 days after becoming law.
