The bill provides civil penalties for landlords who fail to comply, starting at $100 for failure to replace the lock within 24 hours and increasing to $500 for each subsequent 24-hour period until the lock is replaced. The tenant must provide proof of the alleged domestic violence incident, such as a police report, restraining order, or other court document or signed attestation.
