This bill grants the New York State Legislature the authority to direct the Attorney General, by concurrent resolution, to inquire into matters concerning the public peace, public safety, and public justice. The Attorney General would have the discretion to appoint and employ deputies, officers, and other personnel as necessary to conduct such inquiries, without civil service examination. The compensation of these appointees would be approved by the Legislature, and their activities would be reported to the legislative leadership rather than the Governor. The investigation process would be free from interference by the Governor or other state agencies, and the Attorney General and Legislature would have the power to shield the investigation from unwarranted attempts to influence it.
