This bill is intended to promote the alternative jet fuel industry in Washington. It does this by: 1. Requiring the Department of Ecology to establish carbon intensity pathways for alternative jet fuel and allow the use of biomethane as a feedstock by the end of 2023. 2. Establishing an alternative jet fuels work group at Washington State University to further the development of alternative jet fuel as an industry in the state. 3. Expanding the purpose and duties of the statewide office of renewable fuels to include furthering the development and use of alternative jet fuels. 4. Providing tax incentives for the manufacturing and use of alternative jet fuels that have at least 50% less carbon dioxide equivalent emissions than conventional petroleum jet fuel. These include a reduced business and occupation tax rate and tax credits. 5. Requiring the University of Washington to calculate the emissions benefits of alternative jet fuel use compared to conventional jet fuel at a major international airport in the state. 6. Directing the Joint Legislative Audit and Review Committee to evaluate the impact of the tax incentives and report back to the legislature. The overall goal is to support the growth of the alternative jet fuel industry in Washington and reduce the environmental impact of aviation.
