This bill amends existing state law to require the General Services Department to create a plan to purchase electric vehicles, with the goal of having electric vehicles make up at least 75% of all state vehicles by January 1, 2030. The bill defines "electric vehicle" as a motor vehicle or plug-in hybrid electric vehicle with certain specifications, such as being manufactured primarily for use on public roads, having a minimum weight and maximum speed, and being powered by an electric motor that draws electricity from a battery with a capacity of at least 4 kilowatt-hours. The Department is required to establish the necessary rules to implement this plan by December 31, 2023.
