The key changes include: 1) Clarifying the role and mission of ESUs as educational service providers in the state's system of elementary and secondary education; 2) Defining the core services that ESUs must provide to all member school districts, such as staff development, technology, and instructional materials; 3) Establishing minimum accreditation standards for ESUs to ensure accountability, cooperation with school districts, and quality of educational programs and services; and 4) Allowing ESUs to contract to provide services to non-member public school districts, non-public school systems, other ESUs, and other public agencies.
