This bill would make several changes to the existing Climate Corporate Data Accountability Act and requirements for covered entities to disclose climate-related financial risk. Specifically, the bill would: - Delay the deadline for the state Air Resources Board to adopt regulations for reporting entities to disclose their greenhouse gas emissions from January 1, 2025 to July 1, 2025. - Allow reporting entities to make the annual emissions disclosure to either the emissions reporting organization or the state board, and give the state board more flexibility in setting the schedule for publicly disclosing scope 3 emissions. - Authorize, rather than require, the state board to contract with an emissions reporting organization and a climate reporting organization to carry out certain duties. - Delete the requirement for reporting entities to pay an annual fee upon filing their emissions and climate-related financial risk disclosures. The bill also makes other changes to the duties and authorities of the state board and reporting organizations related to these disclosure requirements.
