This bill amends the criminal procedure law to allow a person to petition the court for the release of grand jury proceeding materials, including transcripts, reports, and exhibits, on the basis of enduring historical importance. Specifically, the bill provides that grand jury records that are 40 years old or older are presumed to have historical importance, and the court shall release such records if it finds that their release would enhance the historical record, foster scholarly discussion, and improve the public's understanding of a significant historical event. The bill applies to grand jury records created before, on, or after the effective date of the legislation.
