This bill, the Kansas Vacant Property Act, prohibits municipalities from imposing any fees or registration requirements on the basis that a property is unoccupied. It defines "vacant property" as a residential or commercial real estate parcel that is not occupied, either in its entirety or with one or more unoccupied units. The bill also prohibits municipalities from requiring legal or equitable mortgagees or lienholders to register or pay fees on vacant properties, or from imposing any property ownership responsibilities on them. The bill makes any existing municipal ordinances, resolutions, or regulations that conflict with these provisions null and void, while allowing municipalities to adopt other ordinances related to vacant properties.
