This bill provides incentives to improve freight railroad infrastructure in Washington state. The key provisions are: 1. A tax credit for eligible taxpayers for qualified expenditures on short line railroad maintenance, new rail development, and railroad modernization and rehabilitation, up to $1 million per taxpayer per year. The total credit amount approved is capped at $15 million per year. 2. A tax credit for companies that recycle railroad materials and donate them to eligible taxpayers for use on class II and class III railroad tracks. The credit is equal to the fair market value of the donated materials. 3. A sales and use tax exemption for purchases of materials required for track maintenance by owners and operators of class II and class III railroads, port/city/county-owned railroads, and owners/lessees of rail sidings adjacent to class II and III railroads. The goal of these incentives is to promote economic development and reduce the environmental impacts of freight transportation by improving the state's short line rail system and enabling the use of heavier 286,000-pound railcars.
