This bill allows military surplus vehicles to operate on public highways in Washington state. It defines a "military surplus vehicle" as a vehicle that was originally manufactured and sold directly to the U.S. armed forces, and was built to federal standards. The bill modifies the definitions of "collectible vehicle" and "collector vehicle" to include military surplus vehicles. It also requires owners of military surplus vehicles to obtain a certificate of title and provide a safety inspection certification to the Department of Licensing before operating the vehicle on public roads. The bill exempts military surplus vehicles from certain vehicle equipment requirements, but requires they have collector vehicle license plates and be used only for limited purposes such as parades, veterans' events, and exhibitions. The bill takes effect on January 1, 2024.
