This bill aims to protect students from physically harmful and emotionally traumatic practices of chemical restraint, mechanical restraint, and isolation in public schools and other educational programs. It prohibits the use of certain restraint and isolation techniques, and requires school districts and other providers of public educational services to adopt policies and procedures, provide staff training, and follow incident reporting and review requirements. The bill also directs the Office of the Superintendent of Public Instruction to monitor compliance, provide technical assistance, and support staff training across the state. The goal is to improve the safety and well-being of students and staff by reducing the use of restrictive interventions and increasing the use of trauma-informed, student-centered approaches to behavior management.
