This bill amends the Pennsylvania Consolidated Statutes to further provide for the use of equipment during open meetings and to specify which General Assembly meetings are covered under the law. The key provisions are: 1) The Senate and House of Representatives may still adopt rules governing the recording or broadcast of their sessions, meetings, and hearings, with an exception for meetings covered under section 712(b); 2) Section 712 now specifies that all meetings of committees where bills are considered, all hearings where testimony is taken, and all sessions of the Senate and House of Representatives are covered under the law; and 3) The Senate and House are required to record and post these covered meetings and hearings on the General Assembly's website, and to provide live-stream video when technically possible.
