This bill aims to reduce emissions associated with concrete used in state construction projects administered by the Departments of Administrative Services and Transportation. It does this by requiring the use of "low embodied carbon concrete" - concrete with reduced global warming potential compared to industry averages - whenever feasible and consistent with public safety. The bill revises the specifications for concrete purchases by the state and requires the Commissioners of Administrative Services and Transportation to give preference to bidders using low embodied carbon concrete in their construction projects, as long as the costs are within 10% of non-low embodied carbon concrete.
