This bill prohibits foreign governments from purchasing, acquiring, leasing, or holding a controlling interest in agricultural land within California, effective January 1, 2024. It exempts land held by foreign governments before that date and provides a process for divestiture of land acquired in violation of the law. The bill also requires the Office of Emergency Services to compile an annual report on the extent of foreign ownership of agricultural land, water rights, and energy facilities in California, and to make recommendations for any necessary legislative, regulatory, or administrative policy changes.
