This bill adds a new chapter to existing law in Idaho to establish a right to visitation for patients and residents in health care facilities. It requires facilities to create visitation policies and procedures that, at a minimum, include infection control measures, limitations on the number of visitors, and a designated person responsible for ensuring compliance. The policies must allow for at least 2 hours of daily visitation by immediate family members and health care agents, and allow for visitation in certain specific circumstances unless the patient or resident objects. The bill also requires facilities to submit their visitation policies to the Department of Health and Welfare, which is authorized to promulgate rules and establish a process for addressing and resolving complaints about facility compliance.
