This bill amends the public authorities law to require the Rochester-Genesee Regional Transportation Authority (the "Authority") to provide public notice and hold a public hearing at least 30 days prior to any "substantial change in service." The bill defines "substantial change in service" as any change in the frequency of service, change in route, or complete or partial closing of a passenger stop or route. The bill outlines where the Authority must post notices about the proposed changes and public hearing, including on buses and at bus stops, in the Central Library of Rochester and Monroe County, in any public library on an affected route, and in the town or city hall of affected areas.
