This bill establishes permanent funding for community preservation and development authorities approved through RCW 43.167.060. Starting in 2025, 30% of the sales tax revenue from retail sales at qualified facilities (large stadiums and venues) will be deposited into a community preservation and development authority account. This funding is intended to promote the economic well-being of communities impacted by major public facilities and projects. The bill also requires the Joint Legislative Audit and Review Committee to evaluate the funding's impact by 2033 and allows the legislature to extend the funding if certain community benefits are demonstrated. Additionally, the community preservation and development authorities must submit biennial reports on their use of the funds and impacts on the community.
