This bill amends the vehicle and traffic law in New York to establish special provisions for the operation of bicycles at stop signs and traffic-control signals. Under the new law, a person operating a bicycle approaching a stop sign must either slow down to a reasonable speed or come to a complete stop, and yield the right-of-way to pedestrians and vehicles in the intersection. Similarly, a person operating a bicycle approaching a red traffic signal must stop and then may cautiously proceed through the intersection, again yielding to pedestrians and other vehicles. The bill aims to clarify the rules of the road for bicyclists and enhance safety at intersections.
