This bill amends the Correction Law to modify the definition of "direct relationship" for the purposes of Article 23-A, which governs the licensure and employment of individuals with previous criminal convictions. The bill specifies that there must be a substantial connection between the nature of the crime and the duties or responsibilities of the license or job in question, and that such connection would create an unreasonable risk to property, safety, or welfare, in order for the previous conviction to be a basis for denying or adversely acting on an application. The bill also removes the provision allowing denial or adverse action based on a finding of lack of "good moral character" solely due to the previous conviction.
