This bill makes several changes to the administration and management of state trust lands in Utah. It requires the Director of the School and Institutional Trust Lands Administration (SITLA) to establish rules for the sale, exchange, lease, or other disposition of trust lands, including procedures that reflect the value of trust lands surrounded by federal lands and the legislature's prioritization of energy and natural resource development. The bill also requires the governor and SITLA Board of Trustees to participate in efforts and initiatives related to trust land inholdings. Additionally, the bill places restrictions on the ability of governmental entities to sell or transfer 500 or more acres of trust lands to the federal government, requiring legislative approval. It also prohibits SITLA from executing agreements to sell or transfer trust lands in public lands counties to the federal government unless the net result is a decrease in the percentage of federally owned land in the county.
