This bill establishes new procedures for the extradition of persons between the state of Washington or its political subdivisions and Indian tribes within the state. The key provisions are: 1. When the state or a local government seeks to extradite a person from an Indian tribe's jurisdiction, they must comply with the tribe's extradition laws. 2. Conversely, Indian tribes may request the extradition of persons subject to a tribal court warrant from state jurisdiction, directing their demand to the county prosecutor or state attorney general. 3. Extradition demands from tribes must be accompanied by a copy of the tribal arrest warrant and a criminal complaint or sworn statement charging the person with a tribal crime. 4. Unless otherwise agreed, the jurisdiction requesting extradition must reimburse the reasonable costs to the other jurisdiction. 5. The bill does not diminish existing government-to-government agreements between the state/local governments and tribes regarding extradition, nor does it expand or diminish the authority to arrest individuals within Indian reservations.
