This bill amends Title II of the Social Security Act to create a new "Parental Leave Benefits" program. Under this program, individuals who meet certain coverage requirements and have a "qualified child" (a biological or adopted child under 18 who will reside with them during the benefit period) can apply for up to 3 months of parental leave benefits. The monthly benefit amount is based on the individual's primary insurance amount under Social Security. To receive the benefits, individuals must attest to using the time to care for the child and agree to repay the full cost through reductions to their future old-age Social Security benefits. The bill also includes provisions to prevent fraud and allow states to provide their own paid leave benefits. The program is set to sunset if the Social Security trust fund ratio falls below 20 percent.
