This bill amends the Texas Government Code to change the provisions related to the award of good conduct time and parole eligibility for certain inmates. Specifically, it allows the Department of Criminal Justice to grant good conduct time to inmates for demonstrating good behavior or diligently participating in approved programs. It also changes the parole eligibility requirements for inmates convicted of certain serious offenses, such as those under Section 12.42(c)(2) of the Penal Code, by requiring a two-thirds vote of the parole board and considering good conduct time earned under the new provisions. The bill applies to inmates confined in Texas prisons on or after the effective date of September 1, 2023.
