This bill aims to improve maternal health outcomes in the state of Washington. It does this by: 1. Requiring the Washington State Health Care Authority (the Authority) to create a postdelivery and transitional care program by January 1, 2026, which would allow for up to 5 additional days of hospitalization stay and provide integrated care, social work support, and assistance with early bonding for people with substance use disorders at the time of delivery. 2. Directing the Authority to update the maternity support services program by January 1, 2026, including updating screening tools, ensuring care coordination, and developing a program evaluation mechanism. 3. Increasing the income eligibility for pregnant or postpartum individuals to receive Washington Apple Health coverage to 210% of the federal poverty level by November 1, 2024. 4. Extending the postpartum coverage period from 60 days to 12 months, regardless of changes in income, for eligible individuals. The bill also includes provisions to ensure the state receives maximum federal funding for these programs and to conduct outreach and education to facilitate enrollment.
