AN ACT to amend the environmental conservation law, in relation to establishing state and municipal composting programs

AI Summary

This bill amends the Environmental Conservation Law to establish state and municipal composting programs. It requires all state and municipal agencies to set up a composting program in buildings they own, occupy, or operate. The agencies can arrange for the collection of compostable waste by a private waste carter, transport it themselves, or process it on-site. The agencies must report annually to the Department on the amount of compostable waste collected and the costs of the program.
