This bill amends the Environmental Conservation Law to establish state and municipal composting programs. It requires all state and municipal agencies to set up a composting program in buildings they own, occupy, or operate. The agencies can arrange for the collection of compostable waste by a private waste carter, transport it themselves, or process it on-site. The agencies must report annually to the Department on the amount of compostable waste collected and the costs of the program. The Department will then post a report on its website evaluating the effectiveness of the composting programs and providing information on their costs and collection rates.
