This bill directs the New Jersey Department of Education (DOE), in partnership with the Department of Human Services and the Department of Children and Families, to develop and distribute guidelines to school districts on providing mental health services to students. The guidelines will aim to enhance and improve mental health services for students, reflecting the findings of the "New Jersey Comprehensive School-Based Mental Health Resource Guide" published by the DOE in 2022. The DOE will review and update the guidelines as needed and seek input from various stakeholders. The guidelines will include recommendations on implementing a quality-based multi-tiered student mental health system of care, establishing partnerships with community mental health providers, providing services for English language learners and culturally sensitive services, incorporating new technology, evaluating the effectiveness of services, and identifying funding sources. The DOE will also provide information on its website about the Division of Children's System of Care in the Department of Children and Families.
