This bill allows county boards of equalization to employ hearing examiners to assist the board in conducting hearings. The hearing examiners must take the same oath and meet the same qualifications as regular board members, except that in counties with a population under 50,000, the examiner may reside outside the county. Board members can also act as hearing examiners. The examiners can hold separate hearings, take testimony from both parties and their witnesses, and present the evidence to the full board, which makes the final determination on all petitions filed. The board can make its final decision based on the examiner's record or can request further testimony or documentation from the taxpayer or assessor before making its final decision.
