This bill amends existing law to require manufacturers of autonomous vehicles with a gross vehicle weight of 10,001 pounds or more to report collisions and submit annual disengagement reports to the Department of Motor Vehicles (DMV). The bill also prohibits the operation of these larger autonomous vehicles on public roads without a human safety operator physically present. Additionally, the bill requires the DMV to submit a report to the Legislature by January 1, 2029, or 5 years after testing commences, whichever is later, evaluating the performance of autonomous vehicle technology and its impact on public safety and employment in the transportation sector. The report will inform the Legislature's decision on whether to remove, modify, or maintain the requirement for a human safety operator in these larger autonomous vehicles.
