AN ACT to amend the public health law, in relation to maternal depression screenings

This bill amends the Public Health Law to require the Commissioner of Health, in consultation with the Office of Mental Health and other relevant stakeholders, to develop guidance and standards for incorporating routine maternal depression screenings into perinatal care. The guidance will include recommendations on when to initiate screenings, screening for social determinants and substance use disorders, referral for follow-up evaluation and treatment, and reimbursement methodologies to incentivize provider participation. The Commissioner will also identify and publish information and training programs on topics related to maternal depression screening and treatment, including health equity, implicit bias, screening and treatment options, patient resources, and trauma-informed care.
