This bill amends the Highway Law and the New York State Urban Development Corporation Act to provide that the Department of Transportation shall not require a survey from any fiber optic utility for permitting or continuing the use and occupancy of a state right-of-way for installing, modifying, relocating, repairing, operating, or maintaining fiber optic facilities in certain circumstances. The bill also expands the powers and duties of the Division of Broadband Access, including campaigning to increase awareness and enrollment in internet subsidy programs, working with the State Education Department and internet service providers to ensure reliable high-speed broadband access for schools and libraries, and maintaining a database of all grants awarded by the Division.
