This bill amends the Renewable Energy Act in New Mexico to establish new requirements for public utilities to include a certain percentage of retail distributed generation (RDG) in their electric energy supply portfolios. RDG refers to renewable energy facilities no greater than 5 megawatts in size that are either located behind a customer's meter or allocate at least 30% of their capacity to low-income customers. The bill sets specific targets for RDG, starting at 6% of a utility's total retail sales by 2026 and increasing to 15% by 2033. The bill also maintains the existing renewable portfolio standard requirements for public utilities, which call for 50% renewable energy by 2030 and 100% zero-carbon resources by 2045. The effective date of the provisions in this bill is January 1, 2024.
